Canada has announced the date of the new home care worker permanent residence paths' introduction.

New home care worker immigration pilots will begin on March 31, 2025, according to Immigration, Refugees and Citizenship Canada (IRCC). The IRCC refers to these new pilots as Canada's "Home Care Worker Immigration Pilots."

The prior permanent residence (PR) pathways for caregivers will be replaced by these trial programs because they have expired. These new avenues will allow eligible home care professionals to be granted permanent residence upon arrival.


Through these new channels, who is eligible?

Foreign nationals who wish to participate in these new enhanced care worker pilots must


  • possess a level 4 proficiency in the official language as determined by the Canadian Language Benchmark (CLB);

  • possess the same level of education as a high school certificate in Canada;

  • possess current, pertinent work experience*; and

  • Get a full-time work opportunity for providing home care.


* As of June 16, 2024, applicants for permanent residence under prior home care worker immigration schemes needed only six months of eligible experience.

Additional information and eligibility conditions have not yet been announced by the IRCC.


Context:

On June 3, 2024, the IRCC first declared its plan to launch new immigration pilots for home care providers. Other than the eligibility requirements, not much information was provided at the time.


The Home Support Worker Pilot and Home Child Care Provider Pilot were shut down by the immigration department shortly after, on June 17, 2024. The old caregiver immigration paths will be replaced by the new Home Care Worker Immigration Pilots.


Specialized immigration pilots for caregivers also experienced a brief halt with the closure of the Home Support Worker Pilot and the Home Child Care Provider Pilot. Earlier immigration routes for caretakers including.


  • The program for live-in caregivers, which ended in 2014;

  • The Pilot for Caring for Children (closed in 2019);

  • The Pilot Program for Caring for Individuals with High Medical Needs (closed in 2019);

  • The Interim Pathway For Caregivers Program (closed 2019); and

  • The Home Child Care Provider Pilot and Home Support Worker Pilot (closed 2024).


The new Home Care Worker Immigration Pilots will come under the 10,920 new immigrant admissions seats that the IRCC has allotted through "Federal Economic Pilots" in its 2025–2027 Immigration Levels Plan. Although the funding for this experiment is still unknown, the IRCC will need to split these 10,920 extra admissions for immigration in 2025 between.
